Do file compare, then notify *if* synch is needed?

Is there any way to, say, set up a scheduled compare for every couple of hours.... Then if a need to do a synch is determined, email the user or otherwise notify them?

Yes, there is a way to do this.

A ViceVersa profile can be run with the option /hiddenautocompare on the command line. (more info in the help file). You need ViceVersa PRO 2 build 2011 for this option. With that option ViceVersa PRO will return 11 if the folders are different and 0 if they are the same. ViceVersa will not execute any mothod (synchronization, backup, etc) it will only compare folders.

For notification purposes, you could use our e-mail script http://www.tgrmn.com/web/kb/item67.htm and change it to send the e-mail if exit code is 11.
